Figuratively, you are already rewared: With players you know/get to know for future content and thereby a more pleasant (and maybe easier) dungeon experience. If they add incentives for group content I think it should be on encouraging players to find others to play with regularly so they don't have to rely on DF filler in the first place, rather than just finding ways to fill the queue with more bodies.
Like bonuses for queuing with FC - playing with friends should be the most rewarding, literally and figuratively.
Just a proud bad-skilked player
Like others for me it is the ability loss. I don’t k ow how they fix that but it’s not a fun use of my time running lower dungeons with the amount of abilities lost on many jobs.
Even if they bumped the rewards I’d still have more fun running level appropriate dungeons

Leveling roulette has the second best exp rewards and solid max-level rewards for the effort.
Not sure what they could do other than add a small reward for subsequent queues.

The point of roulettes is to help solo players who don't have a full party available complete instances. Why would they add extra incentives for premades?
To quote: "Joining this duty as a party will nullify any 'adventurer in need' bonus."
Add same stipulation with other incentives.
Done.

For the reasons I gave mainly: to promote community. This wouldn't be for roulettes anyway, the OP was talking about the leveling dungeons in ShB, which people don't queue for very often, probably because of Trusts. Roulettes already have plenty of incentive for everyone.
But honestly the best approach for this specific problem would probably be an "Adventurer in need" buff for specific dungeons or level ranges. But that probably fluctuates way too much to be reliable or useful. Even without a buff or incentive, forming a party of friends to do it is the best way, it's just not something everyone has thought to do because playing solo is so easy until you get hit with a minor inconvenience like longer queue times.

Maybe it's also because there are less people who have access to these high level dungeons than the dungeons from ARR or HW...
As someone who has full level 80s, there isn't enough of an incentive to run it any more.

I feel like there just hasn't been a reason to run leveling for over two years now. You level up the couple jobs you play regularly at the beginning of the expansion, then trickle levels to the rest as the expansion goes on if at all. And there's just not any real incentive to run it once you hit level 80
I also remember that around this time, or maybe a little later, in Heavensward there was actually an incentive to running leveling roulette at a max level job because the relic weapon needed to many of the farmable tomestones. This time not only do we still not have a relic step this far into the expansion, but if it's done through an exploratory zone again, then there will continue to be little reason to ever run this roulette.

Only 2 roulettes I do sometimes is Alliance raid and Main scenario because there only ones that give halfway good amount of tomes. Most time just cap my tomes from hunts. They don't really offer much of anything the roulettes to make me want to run them. The leveling roulette I haven't ran for years it's just now worth my time to run it. If each roulette gave same rewards as the alliance raid and main scenario roulette then might run them. Maybe for the level 80's give item that you can collect to upgrade ilvl 460 gear to 470.
