I use it when I have two or more OGCDs: Either RoF + Forbidden Chakra, or Brotherhood + Elixir Field.

I know hardcore monk players don't really use it, but this is one way for me to double weave without missing a GCD.

Niche, and very situational but I can't think of any other way to use it.
