First step: Aks yourself what content you'd like to do (with others) - just casual stuff (daily roulettes, hunts etc.)? Ex-primals? Raids? Supporting each other with crafting/gathering?

Once you've figured out what you'd like to do, you can go to the right place to find like minded people - joining PFs for Ex-primals/Savage and befrieding the people who seem nice (or add them to a linkshell or a discord-chanel). Joining a hunt-linkshell/community for the hunt-stuff. Looking for a nice FC for casual content - personally I think a good way to do that is, again, to join an Ex-primal-PF that seems laid back (so maybe not a farm, but more of a practise thing), chat a bit, befriend some of the nice(r) people and eventually see if you can/want to join their FC.

The third step would be to use your "base-community" - FC, linkshell, Discord server - to create closer connections or even friendships with a handful of people and that way end up with a core of people who do stuff together on a regular, if not daily basis - based on shared common intrests, playstyle and timezone.
