What I reckon is that there should be a world wide message sent out that the Concerted works are about to commence and that locals should be given sole access to the Firmament until 5 minutes before it begins. After which wanderers can then enter to participate.

This way locals get more than enough time to get into the instance prior to receiving assistance from the wanderers from other worlds.
