I think Ixali is a bit tough for low level. I remember only being comfortable doing it at level 40+.

With Ixal if you have a crafter at a higher level you can craft the mats as them and turn them in as your lower level crafter to give them exp. I leveled CRP first to 50 and then made the turn ins for my other ones slowly getting them up to make their own down the road.

Some recipes are insanely high for the level they are intended: once I knew which quests are the ones involved (Manual Labor, I look at you!), I did skipped them quite often.
