or actually craft them? like, i need to buy the crafting materials if i want to craft them so im spending money either way. and the big xp boost is from the turn in not the crafting itself yeah, so maybe buying the hq items off mb is better?

Craft them yourself, I'd say - you'll get an understanding of the basic crafting system that way, which will allow you to come up with your own rotations/macros later down the line or at the very least modify existing ones to better fit your needs/stats.
A lot of mats can also be cheaply bought at vendors OR you just go all in and gather them up yourself.
In the end you'll profit more from not only gaining exp but also experience.
If you have the gil but lack the time, or are way undergeared, buy.
Its better to make the item, indeed HQ two of them and put the second up on the MB.
Just running a quick experiment ...
Ragstone Grinding Wheel, level 11 CRP craft.
1st time craft : 3420 bonus exp
Base exp : at level 11 : 1140 exp.
Full Quality is 300% bonus, plus 50% rested = 5130 exp.
Ash Lumber : 917 base exp. Full Quality + Rested = 4126 exp.
Grand CRP total : 9256.
Leve for hand in in : 14940 exp. 29,8880 if HQ.
So, by not making the stuff, using this one LEve as an example, you’re giving up 25% of the exp.
Do the math on other Leves. 25% was on the low side compared to years ago, but it may be the norm now.

This is the methodology I used when leveling. That's very low side when dealing with NQ mats as it's not really HQ, NQ that determines Experience but 1% to 100% on quality and if you vendor the NQ, keep the HQ and end up making a lot of parts to make a few HQ turn ins, you can easily get 3 levels in a 5 level leve group. This all assumes you are not averse to leveling all crafting though.
Maybe a better example would be, I've leveled characters making all my own parts treating them as a stand alone crafter and I have fed alts all HQ leve turn ins. Feeding alts for fetch, requires two to three times as many leve points to level. It does take a lot longer though.

I used that methodology to decide to do Leves after doing that level range’s crafting log, but as that was before HW (during early/mid 2.x) I was not sure whether the numbers still held up today, especially post 5.1. And with my main’s DoH all at 80, I had to load up an alt on another server, whose DoH classes range from 11 to 17. If I could have, I would have preferred to check somewhen in the 30-45 range, as my pre-5.1 experience showed getting hQ (though not necessarily 100%) became the expectation with unlucky NQ’s starting in the low-mid 20’s.
5.1 changed things up enough, however, that I’m not entirely convinced that our pre-5.1 leveling experiences are still a valid meter stick.
