Manipulation not learned on my level 75 LW?

Tooltip says it's learned at Lv. 65, and I have other actions beyond it, but not Manipulation. It also still works on other crafting jobs.
I dragged a fresh copy from Actions & Traits. but it's still greyed out.

Is it a bug, or am I missing something?

Have you done the lv65 crafter quest?

Manipulation is a reward from the level 65 class quest (replaced Manip 2.) If you've been skipping them you'll need to go back and catch up.
