Still having this issue, I should NOT have to go to a VPN. Square, give us a fix!!

I can ping Elemental, which has my server of Tonberry, just fine. This is suggesting to me there is some other issue not related to my ISP. Every solution posted (bar a VPN, I want a fix, not a bandaid I need to re-apply every patch) hasn't resolved this.

Same issue here and I logged a ticket with sqenix helpdesk and got the same responses.
So here i thinking, i should do what was advised.
Everything dutifully tried. Nothing works.
I even used a VPN from multiple locations.
Really hope Sqenix can come up with something.

Trying a third vpngate server and flushing dns has worked for me.
The culprit is the file ffxiv-2019.11.06.0000.0000 - once I downloaded this ~30MB part of the patch, the rest downloaded off my regular ISP connection without incident.
Support team, you did nothing whatsoever to fix my issue, but for posterity's sake you might want to identify what about this particular file is breaking the download. (Is it served off a different Akamai server to the others?)
I nevertheless don't consider this a permanent fix - it is absurd that we should have to go to these measures to fix your patch download process and I've no confidence that this won't just happen again in 5.12. Literally 30MB of your 440MB patch was blocked for me. The rest was fine.
Seems to align to what I'm seeing as well.
I wonder what could be in that first chunk that is causing us all so much grief for a region? Its amusing though that we've figured out more of this problem than we've heard regarding it from square at the moment.
FIXED (for me):
The solution from Reddit mentioned above worked for me when nothing else, not even paid VPNs, would.
I changed my Windows default DNS to 4.2.2.2 as per the Reddit post and flushed the DNS cache, and finally that allowed the patching to complete.
For those who'd like to try it and be sure they're not messing up Windows settings, do the following:
1. Download a free tiny app called QuickSetDNS from https://www.nirsoft.net/utils/quick_set_dns.html (it's a handy thing to keep around anyway, as it lets you easily switch between popular public DNS servers like Google and Cloudflare)
2. Run the app, and press Ctrl+N to bring up the "New DNS" setting (or choose it from the File menu)
3. For "DNS Name" make it something like "FFXIV Fix" and under "DNS IPv4 Addresses" just type 4.2.2.2 then click the OK button
4. Highlight your new DNS entry in the list and click the green dot at the left of the top menu bar.
5. Right-click the Windows 10 start icon and choose "Command Prompt (Admin)"
6. In the command window type "ipconfig /flushdns" and press enter
7. Run the FFXIV launcher again and this time HOPEFULLY it will patch
8. To go back to your standard network settings, back in QuickSetDNS highlight "Automatic DNS" and click the green button.
No guarantees, unfortunately, because what fixes this seems to vary from person to person. But this worked for me, and hopefully it'll help someone else out.
My guess is that Square Enix screwed up the rollout of the patch files to the CDN servers in this region that our launcher would connect to based on location (you're not downloading patch files directly from Square, but rather from a global network of delivery servers, probably Akamai). The fact that the fixes all seem to involve making the launcher think you're somewhere you're not puts some weight behind the theory.
Square's complete silence on this has been disgraceful. Only they have access to the details of how they roll out their patches, and only they can troubleshoot and fix it, but they're instead just completely ignoring the problem.
It's almost like they're thinking "oh, it's just Australia? Doesn't matter then."
Progress finally.
While the walkthrough above didn't completely work for me, the dns address of 4.2.2.2 after some additional fiddling did manage to get me the patch.

Issue is still on-going on my end.
It's completely mad that we're expected to download 5 different VPNs and obscure apps just to troubleshoot. Major kudos to everyone posting fixes but this does not absolve Square Enix of the responsibility fix their launcher or at least provide an alternate method of downloading the patch files. The same issue has popped up in 5.1 and 5.11. Are we expected to sign up for VPNs every time a patch goes live? We'll run out of free trials quick, especially considering there's no guarantee a VPN will work even if we download it.
One good thing has come out of this as far as I'm concerned - the FFXIV community is AWESOME! Thank you so much for all the suggestions. Betternet worked for me in the end. I cannot deny that this experience has soured me towards the game though. I don't know if I want to keep supporting a massive gaming company that hasn't even bothered to respond to part of it's playerbase, let alone fix the issue. They will just wait until eventually this thread dies out and they can breathe a sigh of relief......

im also located in Australia and am having same issues ever since patch 5.1 which worked after a few hours later but now with patch 5.11 yea no luck have been in contact with SE help desk and have tried everything they have suggested but alas no luck, this has never been a problem for me and iv'e been around since before 2.0 launched still using the same internet ( but now on NBN ) and same modem so i doubt that the issue is on my end.
really hope that we get some answers and clarity on why this is happening
(Edit) used a friends VPN with allowed me to update game it's not the most ideal fix but for now its working we'll see if it happens next time there is a patch
