Well as we weren't allowed to suplex Phantom Train... I guess this could be allowed. But as a active-time-event thingy, so everyone can get involved... not just for the Monks!
As long as everyone remembers it was Phantom Train that was suplex'd.... not Doomtrain. Doomtrain will merely take on this epic sceptical, as Phantom Train denied us.

So...you are correct that Phantom Train and Doomtrain are not the same, but you are technically not correct that it is not already in the game. Doomtrain is the English name, but its original Japanese name is Glasya-Labolas, who is a boss in Syrcus Tower.
Not that they couldn't still add Doomtrain of course, we already have multiple Titans and other things from different games that were originally just different versions of the same character. Just thought I'd throw out that factoid.
Doomtrain is just a variation of Phantom Train, much in the same way Garuda and other classic summons exist in numerous Final Fantasy titles: slightly different spins on the same base concept. The similarities are anything but superficial.
To be honest, I can't even imagine the dev team doing better than Sigmascape 1.0 in the first place; the aesthetics, battle design, and nostalgia make it the best raid in the game for me.

One is an evolution or is derivative of the other. The statement that they have different lore, as well, would say that we need FFX Ifrit because our Ifrit isn't a Fayth.

I still want Doomtrain as well. I loved the nod during the Rising years back and have been anticipating actual representation at some point.
Yeah, Titan was the first thing I was thinking of with this. His name is spelled "Teitan" rather than "Taitan" in FF3's Japanese version, and the reason he was named Acheron and then Phlegethon in XIV was to differentiate that he's different from XIV's Primal, Titan. This could play out the opposite way. They keep the "Doomtrain" name for the English version of the game, and the Japanese version can be "Duumutorein" in Katakana. Whatever its name in Japanese, their regional players will still recognize it as their FFVIII'S Glasya Labolas, not unlike how we recognize Phlegethon as FF3's Titan.
