
I can't wrap my head around a small patch (bug fixes) + server merge taking 13 hours to accomplish.

You're talking to a Server administrator of 8 years. LOL
Merging data even from old equipment to new equipment doesn't take 13 hours.. MUCH less 8 hours.

Does that depend on how much data?

How much would the individual character transfers (especially in the case of Ragnarok) and then the implementation of 1.21a add to the downtime? I get the feeling those cases would have a larger downtime to data transfer ratio than just a flat out merge. I would hope they had the foresight to at least have Ragnarok prepared for data before hand, but they would have had to wait until servers went down to transfer the most up to date data.It can... but I doubt there's 16+ terabytes of data in this game. A server merge shouldn't take more than 6 hours tops and that's with a 1-2 hour buffer to make sure nothing broke.
