Did you notice the note in red saying there is still an issue with it? Maybe I'm just reading it wrong, but it looks to me like they are just fixing the issue where the countdown stays at 0 for too long rather than the game breaking bug where the timers are too short.
edit: actually nvm, I have it backwards

This issue will be addressed in the near future.

"•An issue wherein using a flask of blinding potion on an enemy caused its accuracy to increase."
... lol

They did not mention the Uldah Inn problem being fixed.

http://lodestone.finalfantasyxiv.com...685492352c8e17* Access to inn rooms in Ul’dah, which was temporarily restricted after the Mar. 15, 2012 investigative maintenance, will be possible again after this maintenance.

Yes, but if they actually did it, it should be in the patch notes, and it's not.
Edit add: Yes, the Ul'dah inn works again, yay! That kind of change *does* go into the patch notes, though.

I can't believe nobody's commented on this one:
Yes, you can now see when you can fire off your conditional weaponskills![dev1346] Action icons on the action bar will now blink if activation conditions are fulfilled for the following actions:
Haymaker / War Drum / Phalanx / Fracture / Overpower / Feint / Full Thrust
