[AST] Essential Dignity should have its scaling evened out, other changes

I wish Essentail Dignity would have its max potency starting at 50%, instead of 0% hp.

It's very frustrating for an "uber lifesaving heal" to heal for a pittance when for instance an excog goes off or even a few hots tick.

I don't mind if the max potency goes down a bit to make up for it, but lets be honest, even at max potency it does still a tiny amount of the tank's hp unless it crits.

That's another thing, if it auto critted, that would save a lot of its variance too.

My perfect essential dignity would look like:

"A heal with potency scaling from 200 to 700 potency at 50% target HP or lower. Automatically crits"
