Cause... content finder/autogrouper whatever could easily be server local, infact, that would be easier for Square enix to set up rather than dragging people from different servers into an instance on basically ANOTHER server just for instances.
They have said that it would be cross-server. Which is why they want to focus on instanced content. So that players can find a group no matter their server.
