No difference between Mount Roulete or Flying Mount Roulette

This is true once both are unlocked. But you can't fly at all until 3.0.

This is irrelevant. The point is that there's no reason for Flying Mount Roulette to exist to be unlocked. It provides all the same mount options as the original Mount Roulette action.
