How often server status changes?

The status of a server depends on how many characters are on that server, so theres really no way of exactly telling when and if that status will change...

Or do you mean how often and when they evaluate wether or not the status can be changed? Because I dont think they do that in super regular intervals either and are just monitoring the situation on the servers and adjust the status if needed.

There's a possibility for it to change each time there's a maintenance.

So far, every time the congested/preferred/standard status of servers have changed it has been at the same time as a maintenance downtime. Not every maintenance brings changes in server status though - server status changes more rarely.
