I test for all settings,and I found that if my settings can make the game running in more than 60 fps,even in the start screen it also will crash,are u kidding me?!So it is just a high fraps bug?????

When you contacted Microsoft, did they provide any troubleshooting for the issue? If the issue is the display driver, then there are a few things you may want to try.
First, try a clean reinstall of the graphics card driver if you haven't already. Also make sure that any overlays you use are disabled when playing the game.
You can also try a clean boot. Simply open the task manager and select the 'Start up' tab. Disable everything here and restart the PC. This will make sure that no background processes are interfering with the game.
Finally, if you haven't tried it, I'd recommend reinstalling the game. When you do, make sure to remove the locally-saved data folder (located My Documents > My Games > Final Fantasy XIV). Be sure to make a backup of this just in case it doesn't resolve the issue.
