It's complicated when you think about that. They would have to change the system quite a bit in order to allow BLU to go into duties since you can kinda be any role. Not only that but there's no way for the system to check what skills you have before entering a duty, and even if it did just having X amount of skills doesn't necessarily mean you have the ones required to run a dungeon. Like tank stance, heals and etc.

I'm sure that if they're adding a system by which you can organize parties exclusively of blue mages that they'll add something like this to make sure you have the bare minimum required to fulfill a role before you're allowed to randomly match using it.

Either that or Party Finder gets stuffed to the gills with folks just trying to make sure you aren't joining the higher-end runs with only water cannon. Either or.
