I'm not against improvement, but I like commendations as they are. With no incentive to give out commendations, players that receive them know it's because the other player wanted to share it. I, and many others, give out commendations to players who positively influenced the gameplay experience. Whether that's a tank who waits for the party, anyone who plays optimally without overstepping their bounds, someone who shares knowledge with first timers, engages in fun conversation, so on. It's a good way to say, "thank you for making this fun."
