The more I think about it the more I approve of this idea, makes it easier to avoid the clear/gil buyers.
Assuming they do.
They'd have to guarantee they have a certain number of people paying for that server access to break even.
And then additional people paying for that server to make it worth keeping with the extra upkeep and maintenance.
And outside, I'd have to ask... Why, exactly? What would make that different than simply making a fellowship or linkshell for mogstation "elites" that spend all their money on the game/mogstation and ignore everything/everyone else?
Besides, then depending how it works, the "housing hunters" would do it, just to get a house, cause they are crazy desperate people. Then you'd be filled with angry people who had to pay extra for a house. (Cause that's how people work. Do it then complain they did it...)
That would be great. But only if they implement a Credit Card Roulette in which you have to pay 25 bucks to clear each EX, Savages and Acquire each of the "I'd pay for this to be put on mog station instead!!11!!!" items.

Everyone from the premium servers must have their idle animations permanently set to swirling their mustache and looking down derisively at the petty commoners.
