Can we make alliances easier to form in the open world?

The FC I'm in was planning on raiding Copied Factory tonight with all of us in the same run, but we only have 12 players online and we need at least 16 to form an alliance, apparently. I'm lead of the full party and it won't let me form an alliance with the guy in charge of the 4-man party. Right now we're debating whether to PF the rest of his group or just queue up at the same time and pray we get lucky.

Can SE change this system so you can form an alliance with any other party lead, regardless of how full either party is? This is frustrating us and likely to ruin the whole night if we don't find a good solution.

All this time I thought the alliance system was restricted to 24-man raids only. Didn't know you could actually form them outside of raids.

If you went in and set up PF style, choosing an alliance raid should automatically put you into a 3 linked parties set up. If you dont want randos messing this part up, set up as a private party. Put your people in whichever groups you like, then when youre set you can hit the que and you should be matched with random people to fill the remaining slots.

We tried this exact workaround last night. The queue wouldn't let us in unless we filled all 24 slots ourselves.

We wound up going as two separate groups after trying to figure this out for almost an hour. I wish the system just let you form an alliance as long as you have two party leaders, regardless of how full the parties are, and that the alliance UI would appear outside of instances and you could just fill and drop members from there as needed. It's probably more complicated than just flipping a switch on SE's end, but in my mind it sounds so simple that I'm surprised it isn't how the system works already.
