Uh, no. They simply didn't finish before the release of Shadowbringers. This has been officially stated a number of times, while what you're claiming has never once been mentioned. Disingenuous comments like this don't help.

I'm quite sure I have seen them explain that it was a design choice to not give the races visible headgear due to their unique head designs.

As you may remember from the Tokyo Fan Festival keynote, I mentioned that due to the special design of the Hrothgar and Viera heads, equipped headgear would not display.

Glasses and so forth would not display either at first, but after seeing how many people called for us to do something, anything, to address this after the announcement, the character team took it upon themselves to use their spare moments to make it possible—without telling me. More than five hundred and forty such items were carefully modified by our designers so that all would display correctly with our new face models. /salute

I think there was a longer quote elsewhere (perhaps from the original Fan Fest presentation or interviews at the time), that more specifically said that headgear would not display at all. I'd have to go looking for it though. It's certainly what I remember them saying at the time.

Do you have a link to where it was "officially stated" that the rest of the headgear is coming, and only absent due to time constraints?

Given what I read about that statement, its likely they added those head things beforehand since otherwise the feedback would've been worse as the genderlock was already a topic the players took a bite of.

That the team manages to get those head pieces worked on the new races was likely a thing that was spun from PR to praise the dedication of the team and soothe the playerbase/critics.

It's progress. This was something Yoshi-p wanted to do for a while and now it's finally happening. I think the 2B outfit alone was a good sign that they're committed to making usable by all.

On the note of people arguing its a waste of resource for something that not everybody is going to use, where is their out cry when SE 'wastes' resource on gear many find ugly or when it's a look that doesnt suit all?

At the end of the day, they're glamour options people wanted and a lot of outfits out there only suit a minority of people's taste. I don't see how now that gender is involved that it's a problem.

I personally think a lot of gear will look awful on alternate genders and only appeals to a niche market of role-players and/or subtle changes to glamours.

That being said, there is nothing wrong with a wider choice of gears to use on glamours and if anyone is actually "upset" about this, they should get their heads examined.

It doesn't hurt anyone, it appeals to a section of the community, there is literally no reason to restrict it.

I think viera actually having helmets fit their head takes precedence over unneeded joke items. Among other things for viera/hrothgar.

I think Viera being a female only race with its defining characteristics being a large bust and butt in a thong is a joke but they spent a lot of resources on that too.

Remember we could have male viera if it wasn't so time consuming to fit gear to the male bodies that it would slow their patch cycle.

What we needed was them fitting dresses and panties to all the male races instead!

Sorry, but that sounds a bit conspiratorial to me. "They pretended it was worse than it was, just so they could 'respond' to the inevitable outcry by revealing a fix they already had ready-made from the beginning!"

Also, if you mean that it wasn't a design choice to not adapt the headgear, but a matter of time constraints, that doesn't add up. Why have the glasses and circlets done earlier than they claimed, but not a single helmet? Why is there nothing for the current series of relic gear? Why are they not implementing more over time?
