I'm quite sure I have seen them explain that it was a design choice to not give the races visible headgear due to their unique head designs.

Given what I read about that statement, its likely they added those head things beforehand since otherwise the feedback would've been worse as the genderlock was already a topic the players took a bite of.

That the team manages to get those head pieces worked on the new races was likely a thing that was spun from PR to praise the dedication of the team and soothe the playerbase/critics.

Sorry, but that sounds a bit conspiratorial to me. "They pretended it was worse than it was, just so they could 'respond' to the inevitable outcry by revealing a fix they already had ready-made from the beginning!"

Also, if you mean that it wasn't a design choice to not adapt the headgear, but a matter of time constraints, that doesn't add up. Why have the glasses and circlets done earlier than they claimed, but not a single helmet? Why is there nothing for the current series of relic gear? Why are they not implementing more over time?
