Using time and resources on a project doesn't take away from some global "resource meter" in a company. It takes it away from a team's resource allocation, but then there is a significant chance that that team might be idle or have a shallow workload at the moment.

They are the ones who say they can't do this, this , this, or this because of "limited resources" though. That's like the biggest excuse used.
