Launcher is now old black theme and always asks me to register a new account

Been working fine until last night, the launcher crashed and now it is always the old black theme and it always asks me to accept the terms and register a new account every time I start it up and I have to indicate I already have an account.

I tried switching to the new theme but it brings me right back to accepting the ToS and asking if I am new. I tried troubleshooting in regards to IE 11 and the internet settings, ran as admin, and even re-install.
