That's weird, a lot of people use OBS, even for streaming, with good quality. Try to check the configuration. If that doe not work, do you have a NVIDIA? YOu can use the in-build record provided by their drivers (I think it is called Shadow play or something like that). Windows 10 also have his own feature to record games using the Game Bar. (Windows Key + G) if you have it enabled.
I had issues with OBS streaming/recording with FFXIV as well. It was awful even with the optimized OBS settings for the game and set up. I just use NVIDIA's streamer (shadow play?) or recorder for youtube now with no issues. Yeah you don't get the fun overlay's for the stream but I'm fine with that honestly if thats the sacrifice for a well running FFXIV stream.
EDIT: My videos and streams looked exactly like that video. Even worse when there were too many effects.
I'm using Radeon RX 590 + Ryzen 5 3600, 16GB RAM 2666mhz
I already tried configurations found in Reddit and Youtube but the end result is the same, it does look better pre-uploaded, but after I upload it the quality drops the ball way harder.
