It's your choice to cheese and blaze through it with savage gear with your own static circle for all I care. You can be whatever high ilvl you want to be in pug, but pugs setting it beyond default requirement is just stupid. Especially for content not even a week old. What ever, some people are now thinking you need +10 more ilvl to do contents like this. It's sad.
If you think its stupid you can set up a PF with an ilvl of 450 /shrug.

An ilvl of 460 is extremly achievable - after the patch even more before it, but you dont need Savage-gear to reach that. Anyone can get a tomestone set easly and thats all you need to get that ilvl.
Beating an EX-primal with minimum ilvl is a challenge and probably not one you want to trust randoms with...

Setting the ilvl at 460 also has another sad reason: Its the only way to ensure that people have gear fo that ilvl in every slot. Setting the ilvl to 450 is carrying the risk that people will achieve that not by having 450-gear in every slot, but a potential mix of ronka- and deepshadow-gear. With ronka being in the important slots - left side, weapon - and deepshadow pushing the ilvl but only covering the lesser slots - right side, belt. I've seen this far, far to often to not be catious about it...

And as far as I can tell those PFs with this "stupid" ilvl setting are filling up - which tells me that enough people have that ilvl to justify setting it that high.
The minimum ilvl is the minimum - aka the devs telling you "we dont believe you can beat it with less", not "you really dont need more than that"! Its them telling you that you dont even need to attempt this content with less than 450 - not them telling you that you're entitled to join anyones party if you reach that ilvl.
