Are you sure you didn't miss some piece? Looking at a database I see these stats:
High Steel primary tool (Lv62): 262 craftsmanship
High Steel secondary tool: 278
Ruby Cotton Coatee: 239
Ruby Cotton Bottoms: 11
Gyuki Leather Shoes: 11
Larch Earrings: 5
Larch Necklace: 5

(I've omitted the items that give zero craftsmanship)

You did say you spent all your money so I could understand if you skipped the tools, seeing how they are different for each class and as such it costs a pretty big chunk of gil to buy them all. Without tools it wouldn't qualify as full Lv63 set though.

I think the primary issue here is that the craftsmanship recommendation of the quest items is way overtuned considering their actual difficulty. It should below 700, not 1039. Heck, the progression is just weird overall. It goes from 1006 on Lv61 recipes to 1079 on Lv70 items. Meanwhile the craftsmanship given by vendor gear goes from 667 at Lv61 to 1069 at Lv70, and the progress required for crafting the items goes from 1116 to 2952. I'd advise you to just ignore the requirement and see if you can actually craft the item. The Stormblood quest items are particularly safe to experiment with since you get new materials for free if you fail.
