No, it doesn't. Dragoon was buffed because Monk was already overpowered and SE tries to avoid nerfs at every opportunity even if it would be the more sensible choice. 1.7% buff doesn't put Dragoon anywhere near toppling Monk. With that said, I'll point out Monk does have Mantra which is utility no other melee can offer. Even with it being nerfed, it's still quite useful.
Have you checked fflogs 99 %? I guess you haven't... dragoon does slight more rdps damage then monk. As does smn, blm and sam. And monk still has 2 useless skills laying there, add that to anatman's being a gcd now plus dragoon getting personal dps buffs oh and the mantra nerf. While dragoon has a much better rotation and the job feels better to play, monk on the other hand has so many problems that the way they solve it is by giving it more dps. I'm not very happy... at all.
