Scenario Mode not an option in Trust Menu

Hey, I hoped our German Patch Notes were wrong. Could we please go with the English ones that don't have a condition...?

I ran The Grand Cosmos with friends, thinking I could run with a certain character not in the Trust Roster later, and now I have to spend time I don't have to level Trusts to just do that...? Boooo.

What's the point of adding the note that your NPCs will not acquire exp if you use Scenario if they already need to be 80 to use Scenario and wouldn't acquire any to begin with?

Or is this nothing more than a way to run the instance again with those few NPCs that are not normally part of the trust system, like the Exarch? But why am I required to level all my NPCs to 80 to achieve that? And why does the screenshot in the patch notes example show all the NPCs at 71? (I know it's a 71 instance, but if I queue for it with my trusts, it doesn't show them at 71, it shows them at their actual level.)
