Scenario Mode not an option in Trust Menu

I don't think it works as you expect.


If you speak directly to an NPC near the dungeon, their lvl 80 version can enter/form party


if you use your trust option from the menu, the dungeon is on the list, but their level might not be high enough to enter that way.

Nope, you're the one off. The new one allows you to use the quest NPCs for the dungeon with them NOT getting XP. So redoing things like Holminster Switch with The Exarch is supposed to be doable. But the options to switch from Avatars (the current system that lvls up your characters) to Scenario (new option with fixed level characters and "guest characters") is not showing up.
