I spend time in my house every time I log into the game. Can the same be said about all FC members? Most of the time the people who raised the money for the FC to buy the house, put the most work in the raise the FC level, craft wheels, and make ships are the same type of people you're crying about.
I have a large personal, medium house on my active FC (that I was asked specifically not to upgrade to a large) and 2 large houses for alt FC's. I spend more time in each on a daily basis than anyone else has spent in all of them combined in the last year.

Most of it comes down to fc houses in 14 being terrible at being hubs. You can hang out there to take photos, have an event or two and then... it has nothing to offer you cant get elsewhere.

My apartment in SWTOR is a better guild house than any FC house in 14, because one has a market board, bank, guild bank and every relevant vendor you need, and one doesnt.
