Crafting ability "Ingenuity" has no effect

Steps:
1. Begin crafting for an item that requires enough progress that you can activate "Basic Synthesis" twice.
2. Activate "Basic Synthesis". Note the number of progress points made.
3. Activate "Ingenuity". Note buff in buff bar.
4. Activate "Basic Synthesis". Note that the exact same number of progress points are made. The Ingenuity buff had no effect.
5. Exit crafting.
6. Begin crafting for an item that requires enough quality that you can activate "Basic Touch" twice.
7. Activate "Basic Touch". Note the number of quality points generated.
8. Activate "Ingenuity". Note buff in buff bar.
9. Activate "Basic Touch". Note that the exact same number of quality points are generated. The Ingenuity buff had no effect.

I have additional information on this, based on comments from people on reddit:

In the specific example I gave in the video, with a lvl 71 Weaver crafting Twinthread, there is no effect. But for other items/levels it sometimes does have an effect.

Ingenuity has no effect if the craft is too easy or underlevel. Idk the perfect reason, but I think it is because of that. You are basically capped on stats, and the difficulty of the craft is already as low as possible wih your gear and level. But maybe a crafter pro can shed light on this more, could still be bug or not intentional but I think it's just that.
