Umm . . . why is this suddenly a problem now? Players can already make themselves look nearly naked to the underwear with "The Emperor's New Clothes" glamour in Mor Dhona.

The default underwear is still more modest than 2b's outfit though. She's wearing a thong. And on Hrothgar their idle pose makes the dress ride up and show the panties 24/7.

Just give him a blindfold so he can dress up like a Nier character and give him airpods so he can't see or hear what you're playing. It's perfect and it fits the theme.
