There's always been TP burns/Melee parties in every MMO... Players should be allowed to do what they want instead of being penalized/disadvantaged for it.
It's a worthy shot at trying to "fix" the party system, but IMHO it'll just make it worst.

how about giving higher % of drops when you don't repeat a job more than once?
and for exping it could give an exp bonus


Class stacking is annoying alright but what really gets to me is the frequent class changing in dungeons.
I've seen parties go from blm to war to arc stacking in a single cutters cry run, and to me that seems very broken and I would like to see it being addressed.
Wither they completely limit class changing to inns and rooms (maybe we'll get new weapon types if that happened) or putting a timer on changing in instances or even completely locking it in dungeons if we're being extreme.
Maybe that'll help with class divirsty?

Square enix had a card game on facebook which might have useful mechanics that could work here.
Certain sets of four classes in a party give a bonus. Each party could have two of these effects active (4+4)
THM THM BLM BLM - "Dark Delight" Magic attack bonus + 5%
WHM WHM CON CON - "Holy Hand Grenade" Healing magic potency +5%
PLD WAR DRG MNK - "In the heat of battle" Evasion & Magic evasion + 5%
WAR WAR DRG MNK - "Heavy Hitters" Crit attack bonus +10%
DRG DRG MNK MNK - "Pain is the game" Attack power + 5%
Anyway, you get the idea.
Promotes different setups because there is no bonus for 3 or 4 of the same job/class. It also promotes the use of classes and jobs together.
Edit: As Indira said, it gives "two or less" of each class in a party a bonus.

One word: Incapacitation.
how about a penalty such as a NM building resistance to a certain weapon/magic damage type.


FFXIII as an example. Sooo I'm not allowed to make my party full of ravagers?
FFXII as an example. You mean I'm not allowed to make everyone get the same licenses and gambits?
FFXI as an example. Its cheating that we're allowed to do summoner burn, whereas EXPing took forever?
FFX as an example. So I'm not allowed to max my sphere grid and make everyone do the same damage?
If you don't get the point I'm making its this:
YOU CAN DO WHATEVER YOU WANT. Having a full party of mages may very well not work out, its up to you. WHY do you care if someone else plays like that, just do you.
The reward for diverisity is supposed to be perfect formation.
