What have you tried so far to alleviate the issue? Have you tried doing a cleanboot? If not please try the following:

Open the task manager (CTRL+SHIFT+ESC) and select the 'Start up' Tab. Disable everything here and restart the PC.

Additionally could you try installing Final Fantasy XIV on the C drive? While installing programs/games on secondary drives is normal for PC, Final Fantasy XIV communicates with the C drive constantly.
