I would recommend looking into the history of Halloween; it's actually really interesting.

I think the devs run All Saint's Wake like this to show the voidlings failing to scare us. They opted to use the Halloween the Japanese embraced (costumes, parties, and having fun) rather than what it's (sorta?) intended to be.

I can think of two super scarey events for All Saints Wake 2020.
