I love the concept of HNM's as they existed in FFXI, and would love to see them implemented to XIV. However, when FFXI was at its peak the only people claiming HNM's were Linkshells with NASA bot. NASA bot was a program that sold for about $1000 USD. Groups of players within Linkshells would pool their money together to buy it, and the ones who put up the money for it would usually have precedence over those who didn't in regards to drops. This made the system unbalanced.
So what's the solution? Well, it's possible to follow in the steps FFXI similar to sky or sea, but that presents it's own problem with trying to claim the NM's that drop the pop items. Another option is to emulate the ZNM system, and it looks a little bit like that's direction that XIV is taking. The problem with ZNMs in XI was in loosing a fight, exorbitant amount of time and effort were also lost. Not to mention climbing the tiers through ZNMs just to get the tiers that actually had decent loot was very boring. It seems like XIV's solution to that problem is to make the fights underwhelmingly easy, and as such to have undesirable rewards. Don't try to bother figuring out what the development team is thinking. They don't play MMOs they just attempt to make them lol.
While all of those options have a chance at half-hazardly working. I think the best would solution would be based on a simple random number generator. For example:
HNM's would have spawn windows identical to the ones in FFXI. Any time a HNM is killed registration for the next spawn window would start. Any Linkshells or "Free Companies" as it were, would then be eligible for registration by having the leader (or sub leaders) speak with a HNM registration NPC in any one of the main cities.
After the registration is complete, everyone could go about what ever activities they wished even during the spawn window of the HNM. The spawn window could be two hours for example, during which time anyone wishing to participate should remain online. When the HNM pops the leaders of all the free companies that registered will receive a message notifying them of it, and also who the winning party is. The winning party will have 15 minutes(maybe more or less?) to assemble their alliance with the at least the minimum members, and gather at the spawning location.
If the winning party wipes the privilege would be given to the winner of another random number generation done by the system. Then the system would repeat. The winners of the lot will be ineligible for registration for 48 hours, with the exception of the event in which 0 free companies register for the fight. Simple and flawless in my opinion.

Easy way to fix HNMs, bots cannot do everything they required certain conditions to work. Small spawn areas or spawns that where timed. Example every 20-24hrs garenteed in a small room.
Do this:
Tiamat or whatever.
Spawn conditions: 0-8days real life can spawn at any second can be 1 sec after killed or 8 full rl days(simple random # generator)
Spawn location: can take any other mobs spot in Corethas throughout the whole zone.
Drops: 1 Piece of good loot 100% of the time, with the chance of more.
While this still could technically be botted I guess with bots that say when a mob spawns, a bot claim is near impossible in this situation due to size of spawn zones. Also prevents camping unless you are just insane. too large of an area and too big on a spawn window would need a ls of 120 ppl camping the whole 8 days to find it.
Have this drop X leet item. But have it also be a drop from say crystal tower which will probably be instanced. 2 chances to get it. So no issues for those who do not like camping things.
While I do agree that this would certainly demoralize botters; I think an 8 day spawn time is just far too large for most HNM. Maybe have a handful that are super-rare, and have multiple day spawn frames. I however, would love to see 3-5 super HNM that have a several day spawn frame, and can spawn across an entire zone. This would be thrilling for any LS involved to take one of these giants down. And like I said, this would be less than 1% of the HNM/NM population with the absurd spawn time.
That being said, I'm sure more will dislike the idea than like it, which is why I would propose that style of HNM be sub 1% of the total HNM/NM population.

I liked the Openworld dragon in DAOC. Which flied around and from time to time he landed in his dragon hording.

you needed many people for that. and it dropped something like respec stones etc. and of course weapons and stuff randomly and a trophee of his head which you could place in your private house. well its from around 2002 these graphics btw^^
dragons have been part of the FFXIV storyline why dont want to fight one of these dragons again as an openworld encounter raid boss for more than one grp?

I took part in many of those raids in Dark age of Camelot, and I think similar content would be most welcome in FFXIV.I liked the Openworld dragon in DAOC. Which flied around and from time to time he landed in his dragon hording.

We have a couple suggestions in the OP regarding massive scale, open world raids and this would fit well into that criteria.
For those who never experienced it, it is very similar to a besieged instance, except you take the fight to the Dragons. You can randomly join into a massive fight either by yourself or with a party of your friends. Are you going to die? Probably; but the fun you have, and the new people you meet along with the cool gear and trophies you obtain make it a very fun event.
