If they wanted to do a mount, there's not a lot of options other than a crummy version of jet boots or a "Rodeo Drive"-style mount having the player riding a large cannon like a motorcycle.
They do have those little hovercrafts that were used in the City fields as well as the first phase of the Mother raid boss.
