Crowd control - end game only?

Kind of an issue that came up in a thread ChiefCurrahee made about the linking system (Can check it out here; http://forum.square-enix.com/ffxiv/t...rength-vs-Size). Anyway!

We don't get hate control skills until quite late in the game. Sleep spells don't arrive until well into the 40 range and GLA, the main tank job, doesn't get an aoe provoke skill until level 38.

Considering that the focus of group leveling is being taken away from leveing and towards a more FFXI party experience and also considering that 'links' are largely unavoidable given the new link system, is 38+ too late to give us reliable crowd control skills?

I've taken random exp party pickups for <38 and the majority of wipes seem to come from seeing link number * appear and the reaction being "Yeah, we're dead" rather than players not playing their corresponding party roles correctly. As a result even as a light party of 4-5 people my ls usually prefer to leve rather than do a typical exp party because of the element of luck that's often involved unless you want to kill mobs that aren't worth your time.
