Multiple possibilities exist. The current system seems to work based on length of Frontline queues times. The system could be running a rotation of 3 or 4 24-man matches at the time you are queuing, but a slightly longer queue time might lead all those players to a 72 player match. They may also be planning to include Rival Wings and possibly unranked 8v8 Feast as part of the Daily Challenge in the future (which also might partially explain the limiting premade parties to 4 people). It is possibly just a preparatory change in lead up to 5.15.
