The skill floor and ceiling are already quite low which makes PvP accessible. Downside to this is that it's hard to make an impact as a player, cutting out the 24-man doesn't help with that at all.
I've had 90 games of Frontlines. Around 45 (half) have been 24-mans. Of those, I've seen aggressive play early from maybe 20 matches, usually from premades getting the Battle High/Fever quickly so they can rule the map the rest of the match. All the other matches people will play cautiously and avoid going all in early on(because nobody knows whether others will follow).
Thing that annoys me the most regarding this change, most of my matches have been 24 man due to the time I which I play.
