At a certain stat level (achievable with materia and/or food) it's possible to ensure a 100% HQ rate all the time by savagely overshooting the quality requirements for the item with a macro. A fully melded crafter can do it with all NQ materials with a couple of macros.

Honestly I don't see that as a real problem either. It's GOOD to get better at something the more gear/stats you get.

Now if you want to make the case that SE could introduce crafts where the requirements are so high that it can't possibly be done with a macro (because it requires using those condition procs) at 100% then ok, you can make that case. But that's not how crafting works now and it really never has. Sufficient gear will always make you better at this.
