Rank 3 to it is not unlocking. Says only need to do 60 fates in that area with gold rank to unlock it. So far done 75 fates with gold rank and still has not unlocked. Please fix this bug. I'm on a pc direct wired internet.

Finally unlocked after doing 80 fates with gold rating. Used the achievement 10000 fates to keep track how many done.

You can keep track of how many fates you have in each ShB area.

For the first rank you only need 1 gold rating.

Second rank you need 6.

Third you need 60.

So you need 67 in total.

It's very likely that some fates may have been failed (out of time) and still achieved gold rating for your efforts. These do NOT count.

Check out the Shared Fates log (I think it's in the Logs menu, could be wrong) to see how many you actually have.

Shared FATES are in the Travel menu. Because that's the intuitive place for it.

Start counting the 80 after already had rank 2 unlocked. When start I had for 10000 fate achievement it was at 9000 and when finally unlocked was at 9080. Did those 80 fates the same day.

But aren't the FATE achievements just completing them and not necessarily gold ranking them?

Yes. Only completion, not with highest rating.

You should be using the Shared FATEs menu to keep track of this, not your achievement counter. You must gold *and* the FATE must be won, for it to count. Achievements only track FATE wins (and I assume you have to do at least *something* to get at least a bronze to count, otherwise you could just stand in a FATE zone and rack up wins by doing nothing)
