Just like people have pointed out. As long as you don't talk about using one in game, then SE won't do anything. Streams, screenshots or any other outside of the game evidence are not accepted by them to use against you. Same thing for parsers.
Modding the local files is technically a bannable offense and unlike with ACT parsing, you do run the (low) risk of them being able to detect modified files if they were ever to decide to start running a checksum of the local files on startup. I say this is low at this point though because they likely will not ever implement this at any point being they haven’t bothered so far.
The only time I've seen a player get banned for using mods was when they were using it to sexualize underaged characters in the game and posted it on their social media. I think it's okay as long as you don't use it maliciously.

The ones I thought about using were the one to make the scales white, tails larger, and fluffier Miqo'te tail with a group of friends for roleplay porpuses, but wanna keep making videos/streams so... Better don't risk it
Unless you say something in-game, SE doesn't really care. Mods essentially fall under the same ruling as ACT does: don't talk about it in-game.

I think its funny that mods of any kind, be they simple hair change mods or not, are against the ToS, and yet folks are CONSTANTLY posting pics of themselves on the official forums with hair mods all the time!
Not sure if action is ever taken against them, but yeah....
I wouldnt even say you were "interested" on the official forums. Folks have been suspended or banned for less I'm sure.
Generally you're only boned if you mention it in game and people report you. SE has a weird stance when it comes to evidence that comes from out of the game even if it's on their official forums.
True, but I wouldnt even take the chance because folks can report you on the forums also. (and we all know there are folks who have nothing to live for but causing mayhem and mischief to others)
