This was only a real issue (or rather 'a bit messy'), when there were still abilities only executable at target HP below a certain value (Assassinate, No mercy).Are there still execute-style abilities or other abilities that require the enemy's hp to decrease? If there is no such ability, why not just have 1 type of dummy with guaranteed hits at all levels and infinite hp?
I think the problem with lower level dummy now is that it can die too quickly and there is some delay before it fills its HP back up, so that might cause a problem.
