Gonna agree with everyone else saying get a low level dummy. If you're looking for a dummy "anyone can train on," level 1 dummy serves that purpose. Any higher level dummy will do exactly the same thing, except anyone lower level than the dummy will occasionally miss attacks. For high level players, it makes no difference what level the dummy is.

There are also training dummys for every lvl 60+ primal/raid.
You could use them, pick the latest fight (for level60, a12s. Lvl 70 o12s and level 80 e4s)
And Check you rotation on them.

Then you also know how "good" your dps is.
