What, you can't hit your 'confirm' button? You do know that in the targetting configurations you can choose to make the game auto-target the closest target when you press confirm with nothing on, right? This game really has the most ridiculously complex targeting system of any game ever and the more you keep adding to it the more complicated it gets. Who would have thought just hitting a monster in front of you could be so difficult. Why do we need a command to target the mob closest to us, why does it not do this by default?
There are several targetting problems.
First, while pressing confirm does target the closest target, the distance seems to be calculated from the screen, not from your character. I can't count how many times I pressed confirm to target something in front of me, only to target myself.
Second, and that's what ChiefCurrahee meant, cycling from left to right isn't the problem. The problem is the order it cycles through it, instead of going from closest left to closest right then jumping to the next distance, it cycles from closest to farthest, THEN goes right/left, meaning you keep jumping distances, too often ending up targeting a mob miles away instead of the one in front of your nose.
Edit: this is the thread where the issue is explained in more detail: clicky
