As for the whole picture thing I'm sure someone would for enough gil, just depends on the quality and amount of gil you're prepared to spend (and time waiting perhaps lol).
Since it's specifically gil and not real money might have better luck advertising via party finder, discord, or perhaps a ffxiv sub reddit of art (being clear in the info that it's for in game money only). Might save a lot of people's time by saying how much you're willing to spend as well (500 gil for your finest stick figures~!)- and when you get inquiries probably ask for some past example work and then communicate through them via those means (like if they link a twitter, talk to that twitter)... At least if you get scammed then you know you were actually dealing with a specific person lol.
Rather than me saying "yeh I'll do it for 250k, here is my awesome art work [link someone else's stuff]" and never giving you anything and you're not even sure you actually talked to the artist or not.

Not saying don't look here but I get a feeling it wont be very productive or welcomed (especially if it gets frequent with other people following suit), soliciting work/s tends to not go down very smoothly here and I imagine moderators would start to do something if it turns part of the forum into that.
