Region Transfer

So my friend started his account while he was living in Japan, but since then he's moved back to NA. He had originally been using Japanese time cards to pay his subscription, but he's about to run out, and he has no way of continuing to play without abandoning his current account and starting a new one...

Is there any way he can transfer his account, or even just pay for his Japanese account even though he's no longer in Japan?

There's a fee you can pay to allow a world transfer. That'll let him transfer to any DC/World that's currently open. I'm not sure if the payment would need to be with Yen since it originated in Japan, but it's totally a thing you can do.
