Make it so that you're able to click through a hotbar?

    Is this possible?
What I mean is, is it possible to make it so that I have abilities on a hotbar but I can't click them and when I do it just goes through them to the screen?

The reason why I ask is because there's a crap ton of short CD's in the game, and I find it annoying having to constantly look down too much when I am playing.
So I've put smaller hotbars on the right middle of my screen where I just put certain abilities too so that I can see what is coming off cooldown more comfortably above my class meters and such.

I've never actually had problems before clicking them by mistake, but it's something that I am at least a little bit worried about and if there's a possibility to stop that before it happens then I'd want to do that.

I do not believe that is possible, however try making a set of macros (one for every skill you want to see the timer for) whose content is simply

/micon "skill name". (Make sure to use the quotation marks and properly capitalize skill names)

I believe that should turn the macro into a cooldown timer for specified skill while doing nothing if you accidentally "use" it. Then just keep your actual skills wherever you have everything else.
